NY End of Session Wrap Up
In early June, New York’s legislature officially gaveled out marking the end of the 2026 legislative session. First, we are happy to report no legislation adverse to NESPA passed both houses of the NY legislature. The 2026 Legislative Session was atypical as the state’s budget, due April 1st, languished until being approved nearly two months late leaving legislators and stakeholders only a short amount of time to pass bills before adjournment.
We are pleased to report the Hochul Administration continues to drive investment of state dollars into public pool construction and reconstruction, securing continuing funding for the NYSWIMS initiative in the FY2026-27 State Budget. As you know, Governor Kathy Hochul is an avid swimmer herself, and we continue to strongly position NESPA as New York’s go-to resource on safety, standards, education and advocacy. Statewide continues to create opportunities for NESPA and its members to build on our ongoing efforts in cultivating relationships with regulators, legislators and other key decisionmakers that shape policies affecting NESPA members. And as always, we continue to always reinforce NESPA’s longstanding commitment to water safety with key stakeholders in Albany and throughout New York State.
Looking ahead, all 213 state legislators now face re-election in November. Additionally, all statewide offices (Governor, Lieutenant Governor, Attorney General, and Comptroller) are on the ballot as well. For the summer, we can expect lawmakers will remain back at home pressing the flesh in their districts. While things in New York can always change on a dime, we do not expect the Legislature to return to Albany until January. As always, throughout the remainder of the year, we will continue to remains diligent and closely monitor and inform NESPA on any developments including those at the state’s regulatory agencies including the NY State Fire Prevention and Building Code Council.
